The Non-governmental organization “Union of Russian’ TVET Principals” is a nationwide public organization uniting over 2,500 principals of colleges, technical schools, and other TVET institutions from 88 regions of the country. The Union brings together state and private colleges, as well as colleges affiliated with universities.

The structure of the Union includes 88 regional branches, the League of Private Colleges, and the League of University-affiliated Colleges.

Established in 1998, the Union operates on the principles of voluntariness and self-governance and actively cooperates with federal and regional authorities, employers, public associations, and the media. The mission of the Union is to promote the development of the secondary vocational education system in Russia through professionalism, partnership, and proactivity of principals. The Union participates in legislative activities and is a member of expert councils under the Ministry of Education and other agencies. A key focus area is strengthening social partnership with employers, businesses, and public organizations.

The Union organizes the competitions “Leader of TVET Russia” and “College Brand” to identify and disseminate successful practices.

The Union fosters a community of active principals and conducts forums and training programs for college principals.

Development of International Cooperation

International cooperation holds an important place in the activities of the Union of Russian’ TVET Principals.

The Union actively develops partnerships with professional education associations. Among the Union’s international partners are:

  • Russian-Chinese Educational Union
  • Russian-Chinese Union of Professional Education
  • Republican Institute of Professional Education (Republic of Belarus)
  • European Forum of Technical and Vocational Education and Training (EFVET)
  • Professional education associations of CIS countries and BRICS

This cooperation aims at experience exchange, implementation of advanced educational technologies, and improving the quality of workforce training demanded in the international labor market.

A key priority remains supporting the state policy of the President of the Russian Federation, Vladimir Putin, aimed at developing the TVET system as a crucial element of the country’s personnel policy.
